Origin of digital nomads

Typically, digital nomads work remotely (from home, coffee shops, or public libraries) rather than from a fixed workplace.
What is a digital nomad? Characteristics
This profile of professionals usually stands out for the autonomous or self-employed teleworking and self-learning, and it is usually digital entrepreneurs with the particularity that they do not reside anywhere, neither tax nor actually, and they are constantly on the move. However, there are also nomads. freelancers or that they simply telework for another company.
Thus, not only is the geographical barrier or union broken, but in general also that of schedules and that of typical work hierarchies and structures, offering absolute flexibilityHowever, he travels a lot or lives in different places; he is not a traditional traveler, as his work always accompanies him and sometimes unexpectedly.
It should also be noted that this flexibility and freedom also comes from a huge lack of security as digital nomads are not subject to any specific jurisdiction and therefore, as natural persons, they lack unemployment, health or pension insurance, and often in certain cases of physical and legal security.
Evolution of the concept and its development
At the beginning of this century, digital nomads were the exception. They were considered something like some privileged geeks who lived in caravans and went from coffee to coffee, or to public libraries or restaurants to find wi-fi connection to work on their businesses, which could hardly be as we mentioned at the beginning of the article related to the programming, graphic design and marketing.
To understand the enormous change that it has brought about in the last two decades we have to take into account a key question, and that is that in general markets and innovation tend to progress at a much higher rate than states, jurisdictions, and public administrations.
Thus, while the internet, the web, and the digital world are completely different now than they were before and have achieved unimaginable things, jurisdictions continue to tax income based on actual residence. This has meant that almost any profession and economic activity can be done digitally and through the network.

Digital nomads in Andorra

Origin of residence for digital nomads
In late 2019, the Andorran government considered implementing an e-residency program to attract digital nomads, following Estonia's model. However, the process stalled with the arrival of the pandemic. With the economic recovery, Andorra resumed the project and brought it to fruition with the Law 42/2022, of December 1, on the digital economy, entrepreneurship and innovation, whose fifth title creates the legal framework for residence permits for digital nomads and entrepreneurs in the digital sector.
The residency for digital nomads (D.3): requirements in 2026
The D.3 residence for digital nomads It is currently in force and is managed by the Immigration Service. The law establishes four requirements:
- That the person does not require a specific geographical location to perform their work.
- That it uses telecommunications and technology, and contributes to the country's digital economy, entrepreneurship and innovation.
- That it adheres to the legally established quota (100 annual authorizations in total, shared with the entrepreneurship program).
- That they establish their principal and effective residence in the Principality of Andorra for at least 90 days per calendar year.
Required documentation
To request permission from the Ministry of Economy You need to present:
- Valid passport with a minimum of 2 years of validity and 2 blank pages.
- Sworn statement that the job does not require a specific geographical location.
- Proof of sufficient income: service contracts, agreements with clients, or tax returns.
- Customer statements that prove remote activity.
- Private health insurance with coverage for illness and disability.
- Medical examination.
- Criminal record certificate.
- Proof of accommodation in Andorra (rental agreement or property deed).
- All foreign documents must be translated and apostilled.
Fees: authorization request 6,79 € + residency fee if approved 224,61 €. No financial guarantee is required, unlike other forms of Andorran residency.
Resolution period: approximately 15 days from the submission of the complete documentation.
Renewals and validity of the permit
The permit is renewed progressively: 2 initial years + 2 years (first renewal) + 3 years (second renewal) + 10 years (subsequent renewals)With the Sustainable Growth and Right to Housing Act approved in April 2025Renewals include stricter conditions for proof of effective residence.

Digital residency and international economic substance requirements
