But what are digital nomads and how does this legislation work? Let's find out.
Origin of digital nomads
At the beginning of this century, with the definitive expansion of the Internet, the network and the virtual world, professions flourished Aimed at this new sector which, due to its digital nature, represented a huge advantage over those that require physical means to be exercised. We were talking about programmers, digital designers, SEO and digital marketing professionals and similar profiles.
With this precedent of innovative and virtual jobs for young people, in addition to their desire to travel and the fact that most jurisdictions around the world use the criterion of effective residence to tax the income of their inhabitants, the concept of digital nomads was born. A digital nomad is a professional who uses new technologies to work, and who leads a nomadic lifestyle. Typically, digital nomads work remotely (from home, coffee shops, or public libraries) rather than from a fixed workplace.
What is a digital nomad? Characteristics
This profile of professionals usually stands out for the autonomous or self-employed teleworking and self-learning, and it is usually digital entrepreneurs with the particularity that they do not reside anywhere, neither tax nor actually, and they are constantly on the move. However, there are also nomads. freelancers or that they simply telework for another company.
Thus, not only is the geographical barrier or union broken, but in general also that of schedules and that of typical work hierarchies and structures, offering absolute flexibilityHowever, he travels a lot or lives in different places; he is not a traditional traveler, as his work always accompanies him and sometimes unexpectedly.
It should also be noted that this flexibility and freedom also comes from a huge lack of security as digital nomads are not subject to any specific jurisdiction and therefore, as natural persons, they lack unemployment, health or pension insurance, and often in certain cases of physical and legal security.
Evolution of the concept and its development
At the beginning of this century, digital nomads were the exception. They were considered something like some privileged geeks who lived in caravans and went from coffee to coffee, or to public libraries or restaurants to find wi-fi connection to work on their businesses, which could hardly be as we mentioned at the beginning of the article related to the programming, graphic design and marketing.
To understand the enormous change that it has brought about in the last two decades we have to take into account a key question, and that is that in general markets and innovation tend to progress at a much higher rate than states, jurisdictions, and public administrations.
Thus, while the internet, the web, and the digital world are completely different now than they were before and have achieved unimaginable things, jurisdictions continue to tax income based on actual residence. This has meant that almost any profession and economic activity can be done digitally and through the network.
The final trigger was the coronavirus pandemic, which led to a adaptation of practically all business models to teleworking to a greater or lesser extent, leaving for the specific physical location only those issues that require it.
Digital nomads in Andorra
Everyone interested in the subject knows that Estonia has applied a pioneering legal model to attract digital entrepreneurs and nomads of all kinds to their country, and with them their capital and talent. Countries like Andorra have taken a close look at this small country and have followed in his footsteps in their own way.

Origin of residence for digital nomads
In late 2019, the Andorran government considered implementing an e-residency program to attract digital nomads, following Estonia's model. However, the process stalled with the arrival of the pandemic. With the economic recovery, Andorra resumed the project and brought it to fruition with the Law 42/2022, of December 1, on the digital economy, entrepreneurship and innovation, whose fifth title creates the legal framework for residence permits for digital nomads and entrepreneurs in the digital sector.
The residency for digital nomads (D.3): requirements in 2026

- That it adheres to the legally established quota (100 annual authorizations in total, shared with the entrepreneurship program).

Additionally, from 2024 onwards, a basic level of Catalan (A1) as part of the integration process.
Digital residency and international economic substance requirements
The Andorran model is more demanding than Estonia's because Andorra must harmonize its openness with international standards of economic substance. OECD and with the compliance controls of the AFA (Andorran Financial Authority). Andorran banks apply strict AML controls and require residents to demonstrate real economic activity in the country.
This means that, although the digital nomad permit has accessible entry requirements, the resident must maintain consistent and documented activity to avoid problems with renewals or banking operations.

Tax Residency in Andorra for Digital Nomads [2026]
Andorra has had a specific residence permit for digital nomads since 2022 and a tax system that is, objectively, among the lowest in Europe. This article does not discuss how to apply for residency—we explain that in detail in [link to article]. Our guide to requirements and procedures— but what any digital professional needs to know before making the decision: How much tax is actually paid in Andorra and how much is saved compared to Spain or other European countries?.
The Andorran tax system: the three main taxes
Andorra applies three main taxes that affect a resident digital nomad. All three have rates well below the European average.
IRPF: maximum of 10%
The Tax on Personal Income Tax (IRPF) Andorra has a three-section stopover:
| Annual income bracket | Guy |
|---|---|
| First €24,000 | 0% (exempt) |
| From €24,000 to €40,000 | 5% |
| Starting from €40,000 | 10% |
With an annual income of €50,000, the calculation is as follows: €0 for the first €24,000 + €800 for the €16,000 following the 5% + €1,000 for the remaining €10,000 to the 10% = €1,800 total income taxAn effective rate of 3.61% of the total tax. In Spain, that same €50,000 would be taxed at approximately €14,000.
IGI: the lowest VAT in Europe, at 4.5%
The Indirect General Tax (IGI) It is the equivalent of VAT in Andorra. The general rate is 4,5%This is in contrast to Spain's 21% or France's 20%. Basic necessities are subject to the 1% rate, and some services are at 0%. For a self-employed individual or freelancer who invoices digital services, this represents a direct price advantage over EU-based competitors.
Corporate Income Tax: 10%
If instead of operating as a self-employed individual you establish an Andorran company, the Impost de Societats (IS) has a general type of 10%with reduced rates of 2% to 5% for innovation activities, startups, and intellectual asset management. In Spain, the IS rate is 25%.
What Andorra does not have
Just as important as what is paid is what does not exist in Andorra:
- No wealth tax. In Spain it can reach 3.5% on the net value of assets.
- No inheritance or gift tax. Especially relevant for those who have assets to transfer or plan for the long term.
- Without municipal capital gains tax regarding the sale of real estate at the level that exists in Spain.
Direct comparison: Andorra vs Spain
| Tax | Andorra | Spain |
|---|---|---|
| maximum IRPF | 10% | 47% |
| VAT / IGI general rate | 4,5% | 21% |
| Impost de Societats (Corporate tax) | 10% | 25% |
| Wealth tax | It doesn't exist. | Up to 3.5% |
| Inheritance tax | It doesn't exist. | Up to 34% (varies by Autonomous Community) |
How much does a digital nomad save in Andorra?
To make the numbers concrete, here are three real-world scenarios:
| Annual income | Andorra Personal Income Tax | Spanish Personal Income Tax (approx.) | Annual savings |
|---|---|---|---|
| 40.000 € | 800 € | ~9.500 € | ~8.700 € |
| 70.000 € | 3.800 € | ~22.000 € | ~18.200 € |
| 120.000 € | 8.800 € | ~46.000 € | ~37.200 € |
Starting with an annual income of around €40,000, the tax difference between Andorra and Spain far outweighs any additional cost of living that the move might entail. Above €70,000, the savings are very significant.
Beyond taxes: quality of life
Taxation is the main reason, but Andorra also offers:
- Security: one of the lowest crime rates in the world according to statistics.ad.
- Connectivity: Fiber optic cable in the 100% area via Andorra Telecom.
- Health: public quality system managed by the CASSwith good private options.
- Location: between Spain and France, with easy access to Barcelona (2h) and Toulouse (1.5h).
- Natural environment: mountains, skiing, hiking — a quality of life hard to find in a European capital.
